This listing includes synthetic organic colorants regulated for use in Japan by the Ordinance to Regulate Coal-Tar Colors Permitted for Use in Drugs, Quasi-drugs, and Cosmetics (Ministerial Ordinance No. 30 of 1966 as amended by MHW Ordinance No. 55 of 1972). Colorants that are not synthetic organic or 'coal tar', such as inorganic pigments or plant or animal extractives, are not regulated as colorants, and are subject only to the regulations for all other cosmetic ingredients. While many of the colorants listed below are chemically similar to those allowed for cosmetic use in the U.S. and the EU, the specifications and the use restrictions may differ.
